Is this same situation on economics of the process also true if you use the 
heat from combusting the rice hulls for some advantage?

It seems to me that if you derive heat from the rice hulls by combusting or 
gasification, the fuel made from rice hulls becomes the valuable input and 
the ash a secondary byproduct.  It seems that this value from combusting the 
rice hulls would be derived whether the heat was used to make steam, hot 
water, forced air heating, gas utilization, or to make electricity.

The combusting or gasification of rice hulls for energy should be more 
economical and more efficient than wood or coal.
